by having two rows in workspace switcher we saved too much space
as pointed by you scrolling vertically in normal but scrolling
horizontally is not
this having two panels would consume double the precious vertical size

never make any use of them! and they are also taken by compiz-fusion
but that's another irrelevant issue and I don't expect most xfce users
to share me that
I think I never make any use of them in gnome because I used
CTRL+ALT+D to show desktop
and workspace switcher need accurate pointing to the workspace you
want to switch to it is not the case of just through the mouse to the
corner

good, but that needs some coding, I request having this layout so that
I can convince fedora maintainers to use this layout (you know about
upstreaming policy in fedora)
