Check the keyboard settings in the Window Manager settings panel.  I 
believe you'll find everything you need there.

What display is this?  Sorry, you need to be more specific.

You probably can't.  I'm assuming xosview is a standalone application? 
Panel plugins need to be written as such.

There's no native support for tweaking things on a per-window basis, but 
I'd suggest you look into a tool called 'devilspie' for this.
