newbie questions on xfce

Thanks very much! I have not been able to get this to work. Here is what I did:
Go into Window Manager Settings. Go to Keyboard tab. It says Default and is all grayed out. Nothing can be done. All I can do is create a theme, which I do called MyTheme. Then the keyboard shortcuts are clickable but I can only delete key bindings. Anyway, I gave up after a while, and went to my .themes/MyTheme/xfwm4 and then manually set
raise_window_key=F1
I exited. Now this entry shows up on the Keyboard shortcuts as above, but it does not work. I guess there must be a place where I have to be able to say that I am to use this theme? I do have the key shortcut theme highlighted in the Keyboard under Window Manager settings.
I am using Fedora 8. I wonder if the installation of xfce on Fedora 8 has done some things which I can't figure out?
Any suggestions?
