Just move the plugins from one to the other.

Right click on one of the panels (presumably you have two, one on top,
one on bottom, you want to move all functionality to the bottom
panel). Select Add Item.

This will put ALL panels you have (and you can have bunches and
bunches) in an editing mode, and pop up a add item dialog. One thing
you can do in this mode is drag plugins from one panel to another.
Drag any launchers or other applets you want to keep from the top
panel down to their proper positions on the bottom panel. Add any
additional plugins you want by dragging them to the appropriate
position.

When you're done you can close out the add item dialog. Right click on
any plugins you want to reconfigure and click "Properties"

Once done, right click on the panel you want to get rid of and click
customize, then use the "-" button to delete it. You can adjust other
properties for your bottom panel as well here, such as it's size and
position and whether or not you can drag it around.
