Viewports (Beryl) vs. Workspaces (Xfce Taskbar)

That's a beryl bug as far as I can tell. IIRC, this is covered by the 
EWMH standard. I suggest that you take it up with the Beryl devs.

Olivier will be able to give more detail (or correct me if I'm wrong :) ).
