It is hard to explain, but these options work as expected (or at least,
as intended)...

"Wrap workspaces when the first or last workspace is reached" applies
when using next or previous workspace.

"Wrap workspaces depending on the actual desktop layout" applies when
using up, down, left or right workspace.

By default, the shortcuts ctrl+alt+left and ctrl+alt+right use left and
right workspace, while ctrl+alt+up and ctrl+alt+down use switch to the
up and down workspace. Next and previous workspace shortcuts are not used.

This is useful when you have more than one row of desktops in the pager
(like 2x2 instead 4x1 layout).

You can try to map ctrl+alt+left and ctrl+alt+right to next and previous
workspace, then the "Wrap workspaces when the first or last workspace is
reached" will work as you expect it.

Keep in mind that these are window manager options. The graphical pager
is not part of the window manager. Therefore, using the wheel mouse on
the pager doesn't use the same code.

Cheers,
Olivier.
