Encoding issue with xfdesktop

I'm not the maintainer of that translation, but I'm not seeing that file
broken. It's UTF8 and the content displays fine in UTF8.

    xfdesktop/trunk/po$ file fr.po
    fr.po: UTF-8 Unicode English text, with very long lines

    xfdesktop/trunk/po$ grep charset fr.po
    "Content-Type: text/plain; charset=utf-8\n"

BTW, I thought ISO-8859-15 was deprecated, why Niki doesn't simply use
UTF8 encoding (ie use fr_FR.UTF-8 instead of fr_FR at euro) ?
