Encoding issue with xfdesktop

Does 'file' actually validate the utf8?  I doubt it.  It probably just
reads the first couple hundred bytes and guesses based on that.  Maybe
try using iconv to convert it from utf8 to something else to see if it
throws any 'bad utf8' errors?  Can't try it myself atm.
