Agreed, it should probably be in ~/.config/.  Though 'rm -rf .cache'
sounds like user's will to me...  Please file a bug on bugzilla so I
don't forget about this.

Then don't use an encoding other than utf-8.  What do you mean by
"un-editable"?  I'm not sure I understand what the problem is; perhaps
I'm just behind on my email as I'm not sure what the "reported-before
misbehavior" is.  Oh, wait, is this it?

I'm not really sure what you're talking about.  NEVER did the desktop
icons have any hover tooltip that showed a .desktop file's comment.
They have ALWAYS had the Kind, Modified, Size information (well, for a
while there was no tooltip at all, but after that).  Perhaps some other
application does this and you've confused them (maybe nautilus' desktop
view?).  I admit that kind/mod/size is not the most useful set of
information for every kind of icon, but I only have time to do so much.
