icons in menu

The problem is i don't have a "Development" entry in the menu editor. I
have:
Settings->
Settings Manager         xfce4-settings-show
--separator--
--include--       system
--separator--

You can see it here:

i think that --include-- includes the categories
Accessories,Development,Games,Graphics,Multimedia,Network and Office.

where i can configure these entries?or where is the included file?
