I found something that may help.. I'm using three panels, two in monitor 
A, and one in monitor B.. now if I move one of the monitor's A panels 
(one that has only the taskbar plugin) to monitor B, then everything 
works fine.. then I move it back to monitor A, and the problem is back.

Is there any log file for the panel?
