xfce4 on Gentoo no responding to Settings Manager

Greetings!

I emerged xfce4 on a sparc Gentoo box and everything went well.  However, 
when I try to configure the settings, I can not.  First of all, there is no 
menu when I right-mouse-click on the desktop.  But, if I add the XFCE Menu 
Icon to the iconbox, I still can not get the Settings Manager to work.

Any ideas why?
