Perhaps with Devil's Pie?
<flurb name="iconbox">
    <matchers>
      <matcher name="DevilsPieMatcherWindowName">
        <property name="application_name" value="iconbox"/>
      </matcher>
    </matchers>
    <actions>
      <action name="DevilsPieActionSetWorkspace">
        <property name="pinned" value="TRUE"/>
      </action>
      <action name="DevilsPieActionLayer">
        <property name="above" value="TRUE"/>
      </action>
      <action name="DevilsPieActionSetGeometry">
        <property name="xoffset" value="a"/>
        <property name="yoffset" value="b"/>
      </action>
    </actions>
</flurb>

But i don't know, if it is always visible with Devil's Pie(?)
Mmh, fiddleing with the opacity action additionally (with composite in Xfce)?
<action name="DevilsPieActionOpacity">
  <property name="opacity" value="0.00 - 1.00">
</action>

I have written something about DP in German:
