Oh, yeah, they are _extra_ icons, you need to install the regular icon 
themes of that name as well.

Xfce tries to use Gnome icons as well, but most available themes are not 
very complete.

Yes, that is true. Perhaps you could extract only the 48x48 icons and 
put those in one location.
