panel: main menu missing

Hi, on my notbook I have the berlios debian packages installed and
my xfce4 default panel has a main menu icon.

On my desktop I am running Debian Sid and the xfce4 version 
has no main menu for the panel. To access applications I have to 
right-click the deskstop which is fine, but I am wondering what
I would have to add to my panel to include a system menu. Its 
not even listed in my "add to panel" list.
