The weather apps/plugins

Which mailing list do I need to join to talk about maybe maintaining
the weather apps/plugins?  Should it be:-
    http://foo-projects.org/mailman/listinfo/xfce4-dev
or
    http://foo-projects.org/mailman/listinfo/xfce-dev

(and I promise not to re-write XFCE to enable it to remove window
decorations!)

I am quite an experienced programmer by the way, it's how I've earned
my living since around 1970.  I've been programming in C since 1980 or
so.
