xffm-deskview changes

For those of you who are on bleeding edge pre-release xffm-deskview.

I've added a small application called xffm-root which supports more
image formats for the background (like jpg files), so that the
environment variable DESKTOP_BG_COMMAND is no longer to be in release
4.3.3. This envar is now replaced by DESKTOP_BACKGROUND_IMAGE. Just
define this variable to the path to the image file you want as
background and xffm-deskview will take care of invoking "xffm-root".

"fvwm-root -r" will still work as usual. 

And xffm-root but does not use the "-r" (due to a gdk deficiency).
