Generating XFCE4 rpms on Red Hat 7

I'm trying to generate the rpms to install xfce 4 on Red Hat 7.

I generated and installed successfuly the packgages:
dbh-1.0.15-2
libxfce4mcs-4.0.0-1 and libxfce4mcs-devel
libxfce4util-4.0.0-1 and libxfce4util-devel
libxfcegui4-4.0.0-1 and libxfcegui4-devel

But I can't build the xfce-mcs-manager
I ran ./configure and make successfuly, but when I try to generate the
rpm I get the error:

    File not found: /var/tmp/xfce-mcs-manager-root/usr/share/locale

either by running: rpm -ta xfce-mcs-manager-4.0.0.tar.gz
or: rpm --rebuild xfce-mcs-manager-4.0.0-1.src.rpm

how can I generate this rpm?

Ps. I'm using: gtk2-2.0.6-lpt.1
