I guess the best way would be to subscribe to the xfce4-dev list.
Significant changes are usually announced there.

I'd say the most noticeable change this week is the addition of a
configurable menu for xfdesktop. With that addition, I suppose we
consider xfdeskmenu officially obsolete.
