Gnome top panel is offset down after fresh login using XFWM4

Obviously one should read "do an xprop on the top panel and redo the
same on the *bottom* panel"
Once this is done , as you're at it, try converting your bottom panel to
an edge panel (just to see if this behaviour is related to partial
struts as I suspect)
