Gnome top panel is offset down after fresh login using XFWM4

MArc,

I suspect the GNOME panel might wrongly sets its struts, but I would
need a bit more info.

Please do an "xprop" and click on the bottom panel. Then redo the same
for the top panel an post the result of both "xprop" to the list.
