OK, a couple of points:

1. I'm assuming you're getting the Deb packages from an unstable mirror 
or from the Deb site listed on the XFCE 4 Web page.

2. I recommend using a tool such as synaptic or something else where you 
can search for strings containing XFCE. It turns out that there are 
several libraries that are necessary to install in order for XFCE 4 to 
work properly.

3. The latest version of XFCE 4 that I've seen on the Web is dated April 
something, and it has a CVS label on it. These Debs do not represent the 
work that's gone into the Release Candidate, and they are out of date. 
I've asked Martin to build some newer Debs but I have not heard back. 
The version you are probably downloading will show you some 
functionality, but I noticed, for instance, that the "Sent To ..." 
workspace changing feature is NOT in the April CVS build, but it is in 
the latest CVS source build.

Do you already have XFCE 3 installed on your system? If so, it's still 
the stable release, and it is fast, capable, and can do all the things 
you're looking for. If you know how to build from sources, download the 
latest stuff and build XFCE 4 RC 2 or the latest CVS version, otherwise 
I recommend waiting until newer Debs are available, and stick with XFCE 3.
