Panel and taskbar integration?

I personally prefer to turn off the task bar.
But now about the panel.
I would like to arrange it full from the left to the right at the bottom.
It does not matter if there would be some empty gaps.
More over, if I launch an application, the app should not overlap with the 
panel.
(the bottom border of the app would always be above of the panel).
Can I set it like that ?
