Yes, definitely. I would also add that it must conform to gtk-2
strictly, ie it must be able to compile with the following flags :

-DG_DISABLE_DEPRECATED -DGTK_DISABLE_DEPRECATED -DGDK_DISABLE_DEPRECATED
-DGDK_PIXBUF_DISABLE_DEPRECATED
