Next taskbar generation

I second this idea (and like the archive name better than trash.)
Wow, this is going to turn into a pretty major taskbar. The current one
(once WindowSkipList is implemented) seems pretty good to me. All of
these nice additions sound great as long as they don't introduce a lot
of bloat. (Oh-oh, now I'm starting to sound like Joe...)
