i use 3.8.18 on a RH 7.3 box with a german keyboard without problems and have 
not had that problem with older redhat/xfce versions either.

if you run (as root): setup => keyboard configuration, do you have 
de-latin1-nodeadkeys selected there?

in /etc/X11/XF86Config-4, make sure you have:
        Option  "XkbLayout"     "de"
        Option  "XkbVariant"    "nodeadkeys"

if you also have /etc/X11/XF86Config, make sure you have:
     XkbLayout   "de"
     XkbVariant  "nodeadkeys"
there.
