[Xfce-i18n] New string in xfce4-panel-master

Another new string was added to the xfce4-panel, this time to set the
maximum tray icon size, the rows property was dropped. This was needed
to improve size allocation code in the tray (could've calculated
backwards from the rows, but better fix it properly).

New panel release expected in a couple of days; but no rush if your
busy with new year and such, there will be more releases before 4.8.
