[Xfce-i18n] Hebrew tooltips

Hi all
I've noticed some of the panel tooltips under Hebrew
locale remain in English (eg. Settings, Mail-checker,
Browser) despite the 100% translated status of the
panel and despite the file he.po under
http://cvs.xfce.org/viewcvs.cgi/xfce4/xfce4-panel/po/
seem to have all the required strings.

Did I miss something?
