no, it's not really ok to do this. The library is called -private for a
reason. If you want your panel plugin to monitor key events, you can use
your own event filter like XfceShortcutGrabber does.

This is not possible. xfce4-keyboard-shortcuts.xml is reserved for core
Xfce shortcuts.
