Because the the rpms have to be by a built by a packager first.

This means actually building the app in a non-root environment and
packaging the produced files in rpm format.

Look at the actual spec for any rpm.
You will see a line such as this
BuildRoot: 	%{_tmppath}/%{name}-buildroot

with that defined in ~rpmmacros. as
%_tmppath    ~/<user>/rpm/tmp
