Proposal to create a welcome app for XFCE

Hello XFCE developers,
I am Ajrat Makhmutov, a maintainer of the Linux distribution ALT Linux.
I like XFCE and want to help make it even better for users.
I have an idea to create a welcome application for XFCE, similar to
plasma-welcome in KDE or the welcome app in GNOME.
This app could help new users to learn about XFCE and set up their system.
For this project, I would like to use Blueprint. Blueprint is a new tool
from GNOME that helps to create GTK interfaces more easily. I think it
can be good for making the welcome app.

I know that XFCE usually uses pure GTK. I want to ask the community if
it is okay to use Blueprint for this idea. I do not want to make
problems or go against what XFCE likes. Please tell me your thoughts.
If the community does not like this idea, I can try another way. I just
want to help and make something useful for XFCE.
