Hi Jeroen,
Xfce's release manager is available at https://releases.xfce.org and I see that you see have an active user there with permissions for xfce4-equake-plugin.

Are you interested in upstreaming your changes to gitlab.xfce.org? If so please create an account there and let us so that we can restore the plugin's repository.

By the way, the Debian packager for Xfce lurks at #xfce-dev (libera), maybe you have more luck asking there.
