Thanks for introducing yourself and welcome!
You need to create an account on the Xfce GitLab [1], then request rights to fork by providing your username, here or on IRC #xfce-dev.
See also [2].

Concerning your contribution, it is divided into two topics: double click and mouse wheel.
It turns out that there are already two feature requests that correspond to it: [3], [4].
So you should create two merge requests, one after the other or in parallel if everything is already ready, as you like.
