xfce4-settings-manager disappeared from application menu

Looking at the appearance from a fresh user in a fresh install, a 'Settings' item exists. The list in the applications menu is apparently shown based on content from "/etc/xdg/menus/xfce-applications.menu" from garcon, which is installed on both systems. The referenced *.desktop and *.directory files exist. I find no obvious references to custom menu settings in ~/.config, they are not supposed to exist anyway on my system.

It seems an upgrade path is not working properly. How do I fix this?
