xfce4-settings-manager disappeared from application menu

Until a couple of months (or weeks?) ago an entry for 'xfce4-settings-manager' was shown in the default applications menu, right beside the terminal, email, browser, file-manager entries. I think xfce-panel is the thing that is showing this applications menu in the upper left corner.

Now 'xfce4-settings-manager' is not shown anywhere.

I wonder how it is supposed to be presented. AFAICS only whiskermenu offers an entry via its settings.cpp.
