Alt+F2 broken in master

As a follow up on this:
I reverted every package to the git state of '2020-01-01', and Alt+F2 (and F11 in Browsers for example) still does not work. Oddly enough, it happened to work just once last week after my return from vacation. I guess I need to wipe local configuration files manually to see which one may affect this issue.
