It does, deliberately. I can run a GUI application without a desktop
file using the command line, but we include one to make it easy, and
more beautiful. In the same way we can install an application on the
command line using apt-get or dnf, but it's easier and more beautiful
for a user to use a software center to look at screenshots and read
long descriptions and user reviews in a language they can speak. All
of those requirements can be justified (especially the MUST ones,
although I concede not everyone actually wants to launch GUI apps
using the shell or wants to install applications in a software center.
