Fixed todo for smooth scrolling in the tasklist

Hello everyone,

there was a TODO on how to react when scrolling on the tasklist and your 
mouse had smooth scrolling (GDK_SCROLL_SMOOTH). I liked the feature of 
being able to scroll through open windows to here's a patch for it.
