Xfce 4.14: Gtk+3 target version

Having had to deal with the #ifdef maze for panel plugins (just an
example: https://git.xfce.org/panel-plugins/xfce4-wavelan-plugin/tree/panel-plugin/wavelan.c#n111),
i just wholeheartedly agree :) Debian stretch (upcoming stable) has
3.21.5 already... (wut, unstable gtk3 in testing ?)
