Xfce 4.14: Gtk+3 target version

Hi everyone,

as discussed several times on IRC (with broad consensus) and in accordance
with a recommendation from upstream Gtk+ developers we're bumping the
minimum target version of Gtk+3 for the in-the-works Xfce 4.14 release to
Gtk3.20. [0]

As many of you will have noticed, supporting Gtk+3 releases before 3.20 and
afterwards just means a lot of ifdefs and headaches, code complexity and
additional bugs. While Xfce applications might continue to support
Gtk<=3.20 (at least until 4.14 is out) this is not something we would want
in the core.

Taking into account the time until which 4.14 will be released Gtk3.20
should be available mostly everywhere. We hope this acceptable for everyone.
