xfce4-panel: why the change in d&d icon?

I encourage you to try and fix this issue. If you can come up with a 
working patch I will be happy to push it to the repo.

We will keep this issue in mind when porting the panel to newer gtk 
versions - if that solves the whisker menu problem we will re-enable 
this feature.
