xfce4-genmon-plugin GTK3 Port

Hello all.

I had a go at porting the genmon plugin to GTK3 and it looks like its working well (Arch with GTK 3.20). I'm posting this here for 2 reasons:

1. For other people to have a look at and to test it (especially for pre 3.20 and pre 3.16 GKT3).
2. If all is good, to ask how I can go about having this merged into the master branch at git.xfce.org.
