Drop splash screens in 4.14?

I do use the "simple" splash screen to on my pc as it takes about 5
seconds to setup the session. I don't care for the full screen
versions since after the dialog disapears there are still icons
loading.
I think for these case it is usefull to show that everything is done
starting, as there is no guarantee that the launcher icons are the
last to finish (that being the entrypoint to start additional
programs)
