Drop splash screens in 4.14?

We use a themed splash screen (the simple one) by default on
openSUSE and I think it makes sense given that startup takes
quite some time even on a reasonably fast computer.  I don't
think it all of the engines need to be ported but some mechanism
like the simple engine consisting of a user-selectable pixmap +
progressbar should be kept.
