No, major distros like Debian, openSUSE, Fedora, or Mageia do
not (Ubuntu being the sole exception) and it is a really bad
advice. Development snapshots of underlying libraries required by
higher level Xfce components can change and have changed without
notice or soname bumps so shipping them to unsuspecting end users
will make you and your users suffer.
