Request patch review: bugs #11058 and #11059

Hi,

A while back I submitted some patches[1][2] to improve dual monitor 
support.  Could someone please review these patches and consider them 
for inclusion in 4.12?  These fix a somewhat serious (IMHO) bug where 
the bottom panel becomes unusable after one monitor is unplugged.
