I just attached an updated patch for 
https://bugzilla.xfce.org/show_bug.cgi?id=7015

It passed a build test and all of the intltool stuff seemed to happen
correctly, but installing it and actually testing it is not something
I can do right now -- I'll try to confirm that it works soon, but I'm
pretty sure it will (the changes are pretty trivial).

I noticed that thunar-tpa.desktop (Thunar) and xfce4-orageclock-plugin.desktop
(orage) are still in $(datadir)/xfce4/panel-plugins/ as opposed to
$(datadir)/xfce4/panel/plugins/ so if someone else wants to knock those
out and get in the git log, feel free; otherwise, I'll try to look into
them this weekend, as time is getting short for 4.12.
