xfce4-power-manager patch for libupower-glib / upower >= 0.99.0

Hi all,

I'm right now working on $SUBJECT, see
https://bugzilla.xfce.org/show_bug.cgi?id=10811

I can only test on upower-0.99.0 (openSUSE Factory) and upower-0.9.21
(openSUSE 13.1), so if people could test on "historic" linux
distributions if everything still works as before, that would be great.
