DOAP file template

I am working on getting equake-xfce included as described on 
http://wiki.xfce.org/dev/howto/git.

It says I need to create a DOAP file to identify the project. The link 
to a template http://mocha.xfce.org/~kelnos/module-template.xml is 
broken. I tried apache's DOAP file generator at 
https://projects.apache.org/create.html but it's broken as well.

Does anyone have a template available I could use?
