xfce4-equake-plugin v1.03 released

I thought you might be interested in the first release of 
xfce4-equake-plugin, v1.03. It's based on the upcoming v1.03 release for 
the GNOME panel. However I decided to release the xfce version first.

I have submitted it as a project on freecode as:

- Initial conversion to XFCE
- Added gui driven configuration
- A few cosmetic changes and improvements
- Some minor bug fixes
